I have a notebook running Windows 10. It runs an Insider build and has had problems for months. These include Cortana not working, universal apps not staying open, and other issues. I have talked to friends and we believe something is damaged. It doesn't appear to relate to a specific Insider build. Because of this, I was told that I need to format my hard drive and do a clean install of Windows 10. I created a bootable USB drive, but I'm not sure how to get to the boot menu (I've accessed it before, but only when my PC showed a screen with recovery options on startup.) and how to navigate it to find the USB drive, as it seemed complicated and confusing. How do I change the boot sequence on my computer and boot the USB? Please help as soon as possible. I need this PC for college and other daily activities. Thanks.

Welcome to the HP Support forum.
With HP computers you can boot a device one and you do not need to change the boot order permanently. You can use a special HP Startup Menu for this.
1. Please, shutdown the computer using the power button (press and hold for few seconds until it powers off)
2. Insert the bootable Windows flash drive
3. Power the PC back on.
3.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap) - like press and begin hitting before any logo appears.
This should open a HP Startup Menu with several options such as F1, F2, F9, F10, F11, F12, etc..
4. Choose F9 to open Boot Device options > https://support.hp.com/rs-en/document/c01443326
5. If the BIOS can see the USB device attached to the PC, it will appear there (usually written as USB HDD or with the USB brand name)
Select it and PC should boot fine.
Note, that for the PC to boot, the device must be written properly with Windows 10 bootable ISO. In some cases, other things may need to be changed but generally speaking this should work. Provide your feedback and reply, and let me know if you face difficulties

Hi. I got to the boot options with no trouble, but once there, I was only presented with two options: Windows boot manager, or boot from EFI. I know the USB is bootable, but regardless of which port it's in, it doesn't show up. Do you have any suggestions for why this could be and what I can do to fix it? Names of milk companies. Thanks.

In my opinion, this happens because of Secure Boot / Legacy mode settings [most likely]
or because the USB device is not working properly, therefore not detected.
Try re-creating it. You can directly download Windows 10 ISO from MS site or download Media creation tool from Microsoft site, create installation DVD or installation USB and proceed with clean installation/reinstallation.

When download completes, you will need to write or 'burn' the ISO image and boot from a bootable media.

When ready with the USB drive or with the DVD:
* Enter BIOS (F10)
* Ensure Secure Boot is disabled.
* Ensure Legacy mode is enabled.
* Save the UEFI/BIOS changes.

Eventually, please, shutdown the computer using the power button.
Insert the Windows USB thumdrive or the DVD prepared previously
Power on the PC.
As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open the HP Startup Menu
Choose F9 to open Boot options. This time (hopefully) you will see the USB or the DVD as available. Select the thumb drive or the DVD as a boot option.
Follow the on-screen instructions to install Windows 10

Hi. I'll try these things. I already tried to recreate the media, and it made no difference, so I don't think that's the problem. The USB drive works for everything else, so I don't see how there could be a problem with it. I'll make sure these things are disabled and try again. Thanks.

This is the correct option with F9 you change the boot order but if you notice BOOTMGR missing, most likely it fails to boot from the external drive you selected in the F9 menu.
Failure to boot from DVD or USB pendrive can be caused by:
- incorrectly written/prepared DVD or USB pendrive
- no bootable media
- Secure boot on
- Legacy mode off
- Other BIOS/UEFI settings and/or restrictions

This is happening because Windows cannot start/boot .It may be caused due to simple Windows hung, hardware problem (e.g. your HDD) or incorrect BIOS settings, it may be caused by faulty Windows Update, some other faulty update/driver, etc..
Perform some basic hardware checks to rule out hardware problem
- Please, shutdown the computer using the power button (pressed and hold for a few seconds until PC powers off)
- Power the computer back on.
As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap) before any logo appears. This should open a HP Startup Menu
- Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Quick test.
This will check major hardware componets for issue (do it just in case) . Here is more info >> http://support.hp.com/us-en/document/c03467259#AbT1
If there are no system checks/no quick tests, perform HDD (hard disk drive) and RAM check (memory check).
Let me know the test results.If the tests pass without issues, continue. If not, please, let me know
Repeat steps 1-2 above but when HP Startup menu opens, please choose F11 for System Recovery options.
The computer should boot from it's recovery partition to open you various recovery options. Note, that F11 option will only work if the recovery partition is there (not deleted) and intact. From there, you have prenty of options to choose from. Every HP computer comes with recovery partition present to assist in tough moments.
